The Job Access and Reverse Commute Program (JARC) provides for "the development and maintenance of transportation services designed to transport welfare recipients and eligible low-income individuals to and from jobs and activities related to their employment."

Eligible activities for JARC grants include capital, operating and planning expenses of services, equipment, facilities and associated capital maintenance items related to providing access to jobs. Up to 80 percent of capital costs or 50 percent of operating costs may be covered by the JARC grant. A designated recipient or the state may use up to 10 percent of the funds for planning, administration and technical assistance.

Eligible recipients include non-profit organizations, state or local government authority, and operators of public transportation services including private operators of public transportation services. Projects of value to the region would include, but are not limited to:

  • Promoting public transportation by low-income workers, including the use of public transportation by workers with nontraditional work schedules.
  • Promoting the use of transit vouchers for welfare recipients and eligible low-income individuals
  • Subsidizing the purchase or lease by a nonprofit organization or public agency of a van or bus dedicated to shuttling employees from their residence to a suburban workplace
  • Facilitating public transportation services to suburban employment opportunities.
